Hazardous Substances and New Organisms (HSNO)
Hazardous substances have the potential to harm people's health and the environment. They include substances that are flammable, corrosive, chemically reactive, toxic, or eco-toxic. Tauranga City Council aims to remove these materials from the waste stream for appropriate disposal or recycling to reduce the potential environmental harm they may cause. Tauranga City Council stores no hazardous chemicals, but it does assist in the disposal of hazardous waste.
Tauranga City Council's Hazardous Substances Officers are responsible for ensuring all residential premises, using and storing hazardous substances, comply with the Hazardous Substances and New Organisms Act and Regulations.
Worksafe Tauranga (0800 376 234) is responsible for all places of work using, storing and manufacturing hazardous substances and are obligated to monitor and enforce the Health and Safety at Work (Hazardous Substances) Regulations for such premises.

WorkSafe New Zealand have the duty to supervise and oversee the correct and safe storage and use of Hazardous Substances and New Organisms, and Dangerous Goods in places of work in New Zealand. Tauranga City Council's Hazardous Substances offciers will deal with none workplace concerns, e.g. Residential and open space areas.
Health and Safety at Work (Hazardous Substances) Regulations 2016 are the controls used to ensure this is achieved.
The legislation does provide for certification of premises and individuals and this certification is undertaken by EPA approved Certifiers. Below are the types of certification:
- Location Test Certificate for Storage of Hazardous Substances
- Approved Handlers Certificate for Use of Hazardous Substances
- Stationary Container System Test Certificate for Tank
- Installations of Hazardous Substances
