Draft user fees and charges 2017-2018

We are proposing to make some changes to the User Fees and Charges Schedule, which would take effect from 1 July 2017. 

Consultation closed on 20 April 2017 – thanks to all those who participated. Next step: hearings, 9 - 12 May. 

The majority of proposed changes to our fees and charges are small increases in line with inflation. There are a few more significant changes proposed in certain areas, all detailed below. 

All fees presented here are inclusive of GST.

 

We’re proposing to increase landing charges paid by airlines using our airport to help pay for works to extend the airport’s terminal. The plan is for the terminal to double in size to handle projected increases to passenger numbers. The larger terminal would allow for much larger waiting areas and separate gates for arriving and departing passengers (avoiding the current crossover). It would cater for new security requirements now and into the future and provide for potential new regional carriers. Currently Air New Zealand is the only airline that would be impacted by this proposed increase, and initial consultation has taken place with the airline.

We’re proposing to increase dog registration fees to cover increased costs to provide animal services to the community (increasing level of service at our animal shelter facilities, and delivering educational programmes).

We’re proposing to:

  • include new online system and maintenance fees to cover costs associated with the introduction of online services to help manage future growth.
  • increase lodgement fees to more accurately reflect the costs involved in processing PIMs and Building Consents. Lodgement fees are deducted off final Building Consent fees.
  • increase the Building Consent Authority Accreditation and Assessment Levy to cover the cost of meeting the standards and criteria under the Building Accreditation Regulations 2006.
  • increase Certificate of Public Use fees to more accurately reflect the staff time and costs involved in providing these certificates; and 
  • increase Building Act Notice fees to more accurately reflect the staff time and costs involved in providing these notices.

We’re proposing to introduce specialised burial fees to reflect the additional costs associated with these services, which include increased plot sizes and availability of staff outside of standard working hours.

We’re proposing a number of changes to parking rates to help manage parking demand and occupancy rates in the CBD, and to encourage a change in travel habits alongside other work that Bay of Plenty Regional Council is doing in public transport. The Parkingproposals also work towards a simple and coherent parking fee structure across on-street, off-street and parking buildings.

Mooring holders on the Tauranga Harbour have access to The Strand Southern Reclamation carpark. We’re proposing to introduce a new fee for annual parking following to the introduction of an automated system at the carpark.

We’re proposing to increase the water volumetric charge slightly above inflation to reflect increases in costs.   The increases are primarily associated with the ongoing capital programme as we work toward building a new water processing plant that will help meet water supply demand for a growing region.
