Resource consent and building consent application Charges

Applications lodged without an electronic version (applies to professional service providers only)

  • a hardcopy of all plans and documentation must accompany the application
  • the electronic version and hardcopy plans and documentation of the development works / engineering component of the application must comply with the Infrastructure Development Code (IDC).

Development works approvals, observation/testing and inspections

Notes:

  1. Deposit Fees:
    The fees outlined below are a non-refundable deposit fee for development works approval and the subsequent observation/testing and monitoring of the construction of the works associated with the development works approval.
    The costs associated with the approving, observation/testing and monitoring of the developmentworks will be deducted from the deposit fees listed below. Where the costs incurred exceed the deposit fee then the consent holder will be invoiced for the outstanding balance.
    All costs associated with the approving, observation/testing and monitoring of the development works are accrued on a time and cost basis.
    A minimum charge of one hour plus disbursements will be applied per observation or attendance. Where the observation or attendance exceeds one hour, then the balance time will be charged on a time/cost basis.
  2. Periodic Observations:
    All projects valued at $10,000 plus are periodically observed, typically weekly during their construction. The observation inspection will be charged on a time and cost basis. A minimum charge of one hour plus disbursements will be applied per inspection. Where the inspection time exceeds one hour, then the balance time will be charged on a time/cost basis.
  3. Reinspections:
    Where development works fail a formal observation/test, then the subsequent cost of reinspection will be charged to the consentholder additional to the above deposit fee. A minimum charge of one hour plus disbursements will be applied per reinspection/test or attendance. Where the reinspection or attendance exceeds one hour, then the balance of time will be charged on a time/cost basis.
  4. Payment of Fee:
    The development works deposit fee must be paid at the time of applying for the development works approval. Where the cost of the approval process, observation/testing and monitoring of the development works exceeds the deposit fee, then the balance shall be paid prior to the release of the s224 certificate.

As-Built Information Fees

These fees cover costs arising from processing of as-built information, others reports and documentation received by Council in relation to development works.

The fees below are non-refundable deposits and when required for the following will be charged on a time and cost basis.

  • Reception of, checking, data error repair, storage and display of all as-built information
  • Reception of, checking, storage and display of survey benchmarks.
  • Reception of, collation, storage and display of technical information relating to technical reports, land features, etc.
  • Street naming and numbering process

Note: The Infrastructure Development Code (IDC) details the standards and templates required to be complied with when transferring all data and information to the City. As well as transfer of data via electronic means a .PDF version of the completed as-built plans is required as a final construction record for the development.

Incorrect As-built Information

When as-built information provided to Council is not in the required formats or found to contain incorrect information (i.e. incorrect service connections, data, dimensions, co-ordinates, references or does not match what is observed out in the field), the information may be declined or, in some cases, Council will charge the Consultant responsible for the costs incurred in following up the incorrect information, co-ordinating the finding of incorrect as-built information and/or undertaking the repair or conversion of data to the correct format itself.

Note: Where incorrect as-built information is found by Council and the Consultant concerned does not assist in rectifying the incorrect as-built information or finding the incorrectly shown service connections, then Council will no longer accept as-built information from this Consultant.
